Have you looked into what kinds of penal reforms happen elsewhere? The deprivation of liberty seems to breed harder crims, community service seems soft/unmonitored. There must be something else?

What about the cost to the victims failed by the justice system where lack of policing and/or statistical crime screening takes place, or patriarchal judges who live in realms outside normality let abusers/offenders walk away? What about the cost to those?
