  17. EU's document released today refers to PEM as the basis for the UK-EU trade deal. If you're not familiar with PEM or why the UK should really stay within the PEM zone, this piece I wrote back in March 2017 might help:

  21. On AEO, the trusted trader programme, there is a possibility for mutual recognition but this will depend on how the UK implements its new AEO programme. If the EU deems it to be too different from its own standards, mutual recognition will not be possible. /13
