Essentially yes- also different attitudes towards climate change and the percieved role of the state play a part in the stability and amount of funding available and at what stage of tech development it's directed at.. all very interesting :)

The role of the state is part of the institutional structure; and plays a very much overlooked role in keeping industries in oil, coal and natural gas as they are..

To an extent, but in the UK coal use has fallen off a cliff since 2014 and the government is making rapid moves towards RE+ vehicle electrification via the Industrial Strategy, Clean Growth Plan+ Mission Innovation.. Could probably argue the nuclear industry has more influence
