I'd say: because countries have different physical circumstances (e.g. for large hydro, coal, wind or solar), different institutional structures, and a different energy history (path dependence).
Globally, more energy innovation is needed to meet the aims of the #ParisAgreement 
, but different countries are pursuing different policies, technologies+organisational approaches. WHY?

Essentially yes- also different attitudes towards climate change and the percieved role of the state play a part in the stability and amount of funding available and at what stage of tech development it's directed at.. all very interesting :)
