    En 2020, la zone euro bénéficiera du stimulus fiscal le plus important depuis 2010 grâce à l'Allemagne. Les règles europeennes lui autorisent une plus grande souplesse fiscale. La règle du black zero prédomine neanmoins et serait reconsidérée qu'en cas de récession sévère.
