I worked at Twitter's spam and abuse team. It's a surprisingly hard problem warranting academic focus.
I guess trolls get better and adapt, it is game-theoretic. i take back my initial guess. couldn't find workshop link.

there's always the crowdsourcing option (ala blockbot and kin) but sockpuppets obviate that pretty easily
