Similar to mainstream media- there needs to be rules- but the maturation process needs to be a part of the struggle to craft such social cultural space. There is no such thing as self -regulation- Karl Polanyi knew this quite well.

That's a very slippery slope. The first amendment protects all forms of speech, except for libel, but including falsehoods. There are many issues that have far too much uncertainty to cleanly define truth. What's more, how to you quantify misinformation? Not everything is binary.
