Actually research shows the opposite: women are systematically under-cited. So if anyone is getting cited only because of their gender, it's men.

100%. I had posted a similar argument on FB but got a lot of "but we just cite the most relevant work" responses. Strangely, the same people complain that *their* highly related work isn't being cited. Which is to say, there's a fair amount of subjectivity in the papers you cite

And this is where we have an opportunity to (a) recognize that women and underrepresented minority groups are systematically under-cited, and (b) we have an opportunity and responsibility to unstack the deck.
