From Twitter's public statements, their algorithm is based on what people tend to focus on in a picture. If that algorithm chooses women's bodies over their faces, wouldn't it be more accurate to say the twitter userbase is biased, rather than the company or the algorithm?

If the algorithm is trained on the user base, and the user base is biased, then the algorithm is also biased. Replicating a bias is not less biased than the original.
