I try to push similar ideas on org committees (or even when asked to endorse wkshps) -ECRs need talks on their CV, -ECRs' schedules more free than senior folks', -ECR projects have > detail/focus, may be unknown to the community, -senior folks overbooked. Everyone wins, yes?
There are numerous times that I turn down a talk invitation and recommend a more junior person as a speaker. It doesn't always sit well with the organizers.
