Is there any kind of interdisciplinary ethical committee for reviewing flagged arXiv papers besides the individual moderators? There might be papers that could be controversial, and might require reviews beyond a single person.

There is an SAB and a Member Advisory Board, but there is no ethics committee. The situation is very similar to social media in that, with few exceptions, there is no content review. 1/

It will be hard to remove them from arxiv but at least we can enforce some ethical standards when we serve on conference PCs.
