Is it OK for a junior faculty member to email senior faculty at other institutions, asking if they'd be willing to write a promotion letter? I am seeing this for the 1st time, and I'm confused about whether it's explicitly not allowed, or else allowed but discouraged. (Or OK?)

To be clear -- I'm referring to a tenure and promotion letter, not a generic rec letter. And if the senior faculty member says yes, then the junior faculty member would give the senior person's name to his/her department, on a list of possible P&T letter writers

It's not ok I think. In all cases I have aware it's the committee that reaches out to the letter writer
