The culture of a discipline, and places within it, can make a huge difference in outcomes. For example, I did my PhD (Math) at Nagoya University, my local public uni. 6% of PhD students (4% of professors) were women. At the Joint Meetings (AMS/MAA) it was closer to 40%.
