Interesting point. But should we instead have conferences select reviewers who are experts in the same sub-field to review the papers? Perhaps it will be harder logistically but maybe easier on the authors?
#ICLR2020 deadline approaching: I emphasize the need to make papers robust to a diverse set of reviewers. My co-author Florian calls it "optimism in face of uncertain review quality" (for those who know "optimism in face of uncertainty," will get this)
