Are there specific areas of focus for the residency, or would that largely be up to the applicant? And it says it's intended for PhDs in adjacent fields, will people from engineering backgrounds that are newer to research be considered as well?

Not technically, but seems unlikely to be selected without one unless your qualifications make you more appealing than someone with a PhD. For example, they list prestigious publications as a selection criteria.
