The bill defines female as: “an individual with ovaries who is confirmed before or at birth to have external anatomical characteristics that appear to have the purpose of performing the natural reproductive function of providing eggs and receiving sperm from a male donor.“

Rep. Merrill Nelson (who is introducing the bill here) has said it's to protect the accuracy and integrity of government documents. But I didn't hear anything about not allowing adoptees to change their name, so....?

I work at a hospital in medical records. At least a quarter of the babies born there have last names that are different from their mothers. If we can keep thousands of babies and moms matched up correctly, Utah should be able to sort out the genders.
