I think not only that, it's that they doubled-down on making their dev tooling as unstable and unwieldy. Xcode is unstable. Storyboard files are atrocious. Cocoa constraints cause all sorts of presentation issues. Swift is a moving target.

In two decades, they went from having one of the most powerful and effective dev environments in the industry, to the steamy ruins it lays in now. All this while Visual Studio (aside from the xaml editor) has stayed pretty consistently good, and VS Code is taking over the world.
