Reductions in effective income tax rates can be framed as subsidies, sure. But it's orthogonal to the Q of lifetime net burden
I mean, it shows up as a reduced effective income tax on the bottom line, but it's really reduced effective cost of insurance.
And if private insurance is otherwise actuarially fair, or near so, that subsidy makes recipients net benefactors.
Its an (arbitrary & distortionary) tax break compared to purchasing non-employer plans. 'Quirk' is better term than socialist!
