Does this mean if you were elected, you would only communicate with #mn02 voters who contact your office and fail to keep the rest of your constituents out of the loop on your efforts? I for one appreciate members who are proactive with their communications.

Representative Lewis has always been very responsive to my emails. If you aren't getting a response, maybe you should check your SPAM folder - or maybe actually try emailing him instead of tweeting about how he doesn't respond to questions you never sent him.
