This should be a state by state issue? At a state level restrict it to 18 like cigs. Parents should be looking out for their kids..

Considering e-cigarettes aren't for "children" in the first place and have a side effect of adults quitting cigarettes. I would say he made the right choice in backing off a ban so far and not catering to tobacco/cigarette lobbyists.
