There's still plenty IO bound workloads where you see wait times. Separation between cycles spent in userspace / kernel tells you a lot too. Util also can give you a decent estimate of how much more you can put on the system in many cases.

Framing it as "drill down below CPU utilization in these cases" would be less baity and more convincing.

I know what you're thinking, but no, CPU utilization is misleading, and in some cases plain wrong.
