A good number of backend services are significantly influenced by syscall performance. Anything where individual requests are handled quickly and a lot of requests can be made in a short time will see impact.

In my experience full blown browser<->server communication is likely going to be over a too high latency link, and not be sufficiently CPU bound, to make this a big issue. So sure, you can probably can construct a workload, but I think it's not going to be a super common problem.

Will the patch decrease through put or just increase latency for calls leaving overall throughput the same?

Depends TM. If the server has plenty resources left to handle more requests concurrently and the requests are parallel it'll primarily be latency. If not, it'll affect throughput.
