This business of a hand-written bill becoming law made up, right? I assume this is the kind of exaggeration designed for retweets.
Not sure either, at least a bunch of amendments appear to have been made that way. Not sure if it actually matters if the final or just intermediary votes are with handwritten notes. Either way it can't be very carefully analyzed.
