OTOH, EXPLAIN treats 1 as valid boolean value expectedly.

Yea, that looks broken. The generic args to vacuum were only recently introduced. Looks to me vac_analyze_option_arg should accept NumericOnly, like explain_option_arg.

Yes, I wrote such patch, compiled, confirmed that VACUUM successfully treats 1 and 0 as valid boolean value, with patch.
