Moving? I don't think anyone suggests moving everything to GH (I certainly don't want that). It's rather about making small contributions easier for people who are already there. Or do you think that's problematic too? Why?
That's an aspect, but I think it's a comparatively small one. You don't grow good reviewers on project as complicated as postgres in a short timeframe. But more importantly, most newer good people immediately get swooped up to work on things that aren't review.

Maybe we should start somewhere in the project which isn't the core server? Like hosting pgweb or similar auxiliary projects on Github?

I'm just guessing, but I doubt these auxiliary projects are likely to get a significant number of user contributions.
