I mean at the very least we should have a http://CONTRIBUTING.md and a bot that redirects PRs to the CF docs. But, then we'd need to actually have useful docs about contributing and the development workflow. What we have is a bunch of outdated and contradictory wiki pages.

And that requires resources. I think that's a much bigger issue than "allow github". Unless we have those there'll be not resources to merge trivial stuff either. It's not like there's not plenty of that on the lists.

And I think it's not just committers where such resources are lacking. There's e.g. very little accurate docs for the development process, and related things. And I think that again is because it's largely unsexy to our employers.

Reviewing is a full time job. Needed more people who don't do impressive features but help others blend in.

I think ~ 50:50 is better - for one you're not going to find too many top-notch people doing review full time. For another it's much easier to understand some problems if you've actively written code in the area.
