Help me understand what IBM could be reasonably expected to do with the company that RHAT wouldn't have done as a publicly traded company.

It give RHAT a huge enterprise sales infrastructure that's interested in selling its services. It gives IBM engineering resources that can help them to improve their weak cloud offering. Don't think it's a good thing, but it's not absurd to see some advantages for either side.
