Not that I believe that was the intent here. But it's not insane for a campaign to meet with foreign officials in the course of finding consistent and informed campaign foreign policy (or even local stuff like health care) positions.

The paid policy staff on a campaign is tiny. Those working foreign policy issues have all they can manage in coordinating an outside stable of volunteers who help provide the advice. Meeting w/foreign officials is pretty low on the priority list of the full-time campaign staff.

I'm not saying it should be a high priority, just that I don't think it's a sensible blanket rule to never have such meetings, and thus automatically wrong.
