Despite lacking qualifications, I'd never have served in this admin. But it doesn't seem useful to criticize people sticking around till they can't do anything they perceive as "good" in their lane. They have to weigh being corrupted against possibility of doing perceived "good"

Obviously dangerous to fall into trap of thinking you can do some good, but Cohn *did* seem to have an effect in controlling some anti-trade policies.
