"federal-election related" is way too easy to circumvent. There's plenty ways around that, e.g. by doing issue ads that have clear preference in a candidate. Just about everyone would, to take a currently hotly debated issue, understand who an add about the 2A helps.
The current documented restriction on ads transparency (showing only active ads & archive of election ads) doesn't appear to address the issue to a large enough degree. Nor do the timeframes from promise to full avail. show particular eagerness.
