This strange piece uses the word "recover" 8x, including in the lede. You cannot "recover" digital files like some lost grail. The most charitable reading would be to assume that the USIC wanted to find out what was stolen. But even that assumes trusting the adversary. Just odd.

A fairly crazy interpretation is that they actually lost access to the stolen data. But that is very very hard to imagine.
