Yes, Under the current rules they have to vote in person. But that situation could be changed by changing the rules. While probably not good as a permanent rule, voting on more than just quorum / suspending rules may need to be normal for a bit? I realize the proposal would allow to suspend normal rules, then allowing voting on other matters too...
