*Not* an expert in this area, but from my limited experience, but redacting multi-page sections marked as unclassified (rather than some details) seems fairly heavy handed. From the headers, it seems like it's clearly of public interest.

Typically documents will get declassified subject to in-line redactions, which can be pretty extensive (there are some absurd FISC opinions with page after page of black boxes) Whether that specific text merits redaction can be hard to know
