Only if their parents didn't reside in the US for five years prior to the birth though? While I'm sure such cases exist (I think I know somebody), I don't think it's *that* common.

The issue probably is more for US citizens that have a kid with a non-citizen, while serving abroad. Previously USC §1431. applied, now it doesn't.
