True. But I'd also say that it's much easier for culture in small companies to change over night (financial, personality conflicts, people joining/leaving). And it's easier for a few charming people to claim there's a certain culture that doesn't actually exist.

Not as much fear of lawsuits, which are often the only thing preventing megacorps to do bad stuff. No "independent" reviews of any actions. Personal conflicts are much harder to resolve - there's often no realistic way to avoid each other.
