Realistically it's going to have to be a small subset of the EU27 though? I don't think NATO/non-NATO states are realistic, nor some of the rapidly devolving democracies?
*shrug* If you can't see a qualitative and directional difference between those countries 10 years ago, and now, I'm not sure what to say.

Countries are always in flux. However, I wouldn't say that Germany, France, or Spain have improved over the past decade. As for Hungary, was it better under the MSZP, whose corruption led to riots in 2006? Is Conte worse than Berlusconi?
