Realistically it's going to have to be a small subset of the EU27 though? I don't think NATO/non-NATO states are realistic, nor some of the rapidly devolving democracies?
Hungary, as the most extreme example. But even less extreme cases, like Italy, seem like they'd likely be problematic.

Note that Italy and Hungary have always had issues with regard to democracy and stability. See attached. Of the 4 EU members with GDPs over $1 trillion, only 2 are "Full Democracies" per the EIU. France is below restive Italy and Spain; Germany has major censorship...pic.twitter.com/nAOMQCnbzj

*shrug* If you can't see a qualitative and directional difference between those countries 10 years ago, and now, I'm not sure what to say.
