IANAL, so likely bullshit. More for my understanding than anything else: Re Whitaker affecting Miller: Isn't part of the argument against that of Miller, that Mueller is at most an inferior officer because he's overseen by a principal officer?

But if Whitaker in effect is not one, and he takes direct control over Mueller, doesn't that weaken the anti Miller position (a bit)?
