There were rumors that Twitter was considering getting rid of the Like button. That probably won't happen, but the fact that the people who run Twitter would even consider this as part of a solution to Twitter's problems is bad news.pic.twitter.com/2juEowS6z3

Twitter is so negativistic that people assume that replies are going to be negative, adversarial commentary. (More often than not, they're right.)pic.twitter.com/3QujisaCXf

The most vicious, harmful manifestation of Twitter's negativity is the harassment that is pervasive on this platform.pic.twitter.com/aupyxRa0J2

Twitter harassment is so legendary that Amnesty International released a report about it! https://www.amnesty.org/en/latest/research/2018/03/online-violence-against-women-chapter-1/ …

Case in point: Cesar Sayoc, the mail bomber, harassed people on Twitter and got away with it. The people who run Twitter didn't even see fit to delete his threatening tweets! https://twitter.com/RochelleRitchie/status/1055867631461416962 …

Why don't the people in charge of Twitter do more to stop negativity and harassment? Because they're more worried about "echo chambers". They see negativity and (some) harassment as a valuable way to pierce ideological echo chambers and present alternative viewpoints.pic.twitter.com/bptAhzv4qA

That's probably at least partially true, but I suspect it's also to a significant degree otherwise motivated reasoning: It's expensive and/or technically really really hard (i.e. also expensive) to do even decent enforcement on twitter's scale.

They do plenty of traffic shaping now that they’ve moved away from their incredibly inefficient Ruby on Rails. They use more efficient tech now, so it’s not much of a problem. What’s funny is what they allow encourage and discourage. It’s different from what they say.

That they have better infrastructure for normal request processing is far from the same as having a decent, largely automated, harassment prevention / report handling system. That's *hard*, nobody really does it even remotely well. And Twitter has hemorrhaged a lot of talent.

And good manual, and probably at least partially pro-active, complaint handling is quite personnel intensive. And Twitter doesn't have that large an income stream IIRC.
