They do plenty of traffic shaping now that they’ve moved away from their incredibly inefficient Ruby on Rails. They use more efficient tech now, so it’s not much of a problem. What’s funny is what they allow encourage and discourage. It’s different from what they say.

That they have better infrastructure for normal request processing is far from the same as having a decent, largely automated, harassment prevention / report handling system. That's *hard*, nobody really does it even remotely well. And Twitter has hemorrhaged a lot of talent.
