1) Software/baseband implant. Seems unlikely, as the story sounds like only calls are being tapped, not the phone being turned into a portable bug. Also, if USG sources knew this wouldn’t they just replace the actual

2) Active MITM attack. (Stingray) Certainly technically possible with tools and techniques available to anybody who goes to DEFCON. Unlikely in this case: I would hope anybody running a fake BTS near White House would meet some USSS agents quickly.
