By now I believe it's intentional, to muddy up the waters. Still doesn't strike me as a good strategy. But the effect of there not being an even semi coherent narrative in the news, got to make some readers give up on the topic.

Yea, very much agreed. I wish news orgs would push back much more aggressively against people like Giulliani by printing less of their spin. News should try to get at the truth, not be a delivery mechanism for self-contradicted spin.

If one is a politics obsessed person (like uh, that person over there in the corner) those bits are interesting and at least somewhat recognizable, but the majority of the people doesn't have time for this BS.
