Right that’s what i figured. Go for the most vulnerable. Wouldn’t be shocked if they find some security reason to do it. Like those from the banned Muslim countries

I don't see how that'd work, legally. The whole security reasoning for the muslimban works because there's an explicit exception in the INA giving the president a lot of authority. Additionally non-citizens that are not present in the US (e.g. visa seekers) have few rights.
