@GerardAraud is right about the timing: the limitation on ESTA was passed by Congress in 2015. I hated working on the implementation of this poorly targeted law. 2/ That said, the practical implications of this law are often exaggerated. To our European friends who may have a hard time getting an ESTA due to travel to Iran or elsewhere: please, just apply for a visa. The procedure is simple and the visa is more flexible than the ESTA.

My father nearly failed applying for a US visa. Not because of his travels, but because the procedure is nontrivial. Now his English could certainly be better, but I'd definitely not use the word "simple".

In my experience, US Embassies in Europe are very helpful to people applying for visas. I am sorry if your father's experience was different, but I am pleased he did get his visa in the end.

Oh, it wasn't really the embassy itself. Sorry for being unclear. More the application process to actually get to the appointment stage was bothersome. The website to file a DS-160 isn't particularly user-friendly. IIRC he ended up having to file twice due to mislabeled buttons.
