Well, depends on the age of the kid. Given the phrasing that could've been 16yo (or even 30yo) children of deported parents. Could be referring to children born in the US even. Or ones with relatives in the US.
it's specifically talking about minors as far as I can tell, and kids that were born in u.s. (and thus u.s. citizens) wouldn't have been entering illegally. regardless, the idea that "many" parents would decide to leave without their kids is really unlikely
What I mean is that the "in the past" sentence could very well reference percentages for removal orders in general, not just parents + children that recently crossed. Maybe I'm too inclined to believe bad faith by ICE, but ...
