This is not what the article says. They disabled Volvo's standard emergency braking system and their system kicked in only 1.3 secs before impact, when it was too late. Human was even worse, but you could clearly see that she was distracted (as most humans in self driving cars).

Is there conclusive evidence that 1.3s would have been too late? I don’t know and I am not sure either way. Unskilled and untrained drivers are not an excuse but a major issue. Worst case scenario the vehicle should drive as human only and technology should not make things worse.

The bottom line is that a system that declared that an emergency maneuver was necessary (before the human reaction time) was not allowed to do its job (probably because it is over sensitive at this stage?) and that the human failed to act in time.

I can't see how you can expect this to work. The human is not expected to be actively driving the car, but supposed to be able to understand that the system is not reacting and solve the issue. It's not possible. Those people are just scapegoats.

Are you conflating the Volvo emergency braking and Uber Self-driving as one? To my understanding these are two separate systems. Uber SW detected the human but decided false positive. But it was the Volvo software that was disabled.

That is a valid question. It however mostly relates in the investigation (which I care a little less about) and not on the overall use of tech and their advantage in emergency situations (which to me is the interesting larger topic). The NSTB report is public and better than WSJ.

Thanks for the reference. I see what you mean. The Volvo emergency braking systems were disabled while Uber systems were in control. BUT Uber emergency braking systems were also disabled by Uber. I had misunderstood this had meant the Volvo systems. This is indeed concerning.

They also have human operators in the cars, but how can you expect that they can understand that the system is not working and react quickly enough? And they are mostly low-pay unskilled workers, not engineers. They are there to take the blame for this kind of issues.

Crash happened because the self-driving system detected an object and did not brake for 4.7 seconds. And it was driving above the speed limit, IIRC.
