Without any factual details is rather impossible to make any educated guess here. I also wonder on which bus such a tiny implant would be located to allow that kind of privilege as well as networking

Probably a bit of distortion in the article as usual but this wouldn’t surprise me a tiny bit. They have all the incentives to pull off something like this. If incentives are there it will happen sooner or later.

Well, you don’t need to be on all buses if you can control multiple devices from the inside (cf. nicssh). As long as you can obtain memory reservations where you need them you are all-powerful. The crux is waking up early at boot and create a suitable fantasy for what follows.

Also, this claims to be a “BMC-in-the-BMC”, i.e. a hardware variant of Loïc Duflot’s work ca. 2009. The BMC, like vPro, gives you exfil since it is used for IPMI and you can agree to share the main interface. The novelty is to introduce it as a hardware component at build.
