The Gods and Goddesses are objectively real entities whose existence is not dependent on the beliefs or actions of lesser beings. They are not archetypes. They are not imaginary symbols of human activity or of the human mind.

That's what I was leaning toward, but I was also thinking - when different pagan groups fought each other, did the winner think "we won because our god is better" or "we won because this divinity favored our group more"

I think mostly 2, but maybe 1 on occasion. The Punic wars may be an example of option 1; the Romans seem to have taken a religious aversion to the Carthaginians, maybe they considered Baal Hammon different (an evil deity?) from Jupiter
