    WHO asks for $675m to tackle . That's £35m from each member of the G20, a trivial amount, to blunt a probable pandemic. I hope it isn't the usual story of a donation from Bill Gates and a trickle from the G20. And where's the World Bank Pandemic Insurance Fund?

    No meeting of ethics committee was organised to discuss draft guidelines. Sending letters has no value if the committee does not function as a committee.

    Let me add. Can anyone go thru ICMR website to learn something about its EC? I can't find it listed along with other committees. So public does not know names of members, its SOP and it's reports of work and audit are never available. I will be happy to be wrong on these points

    I have clarified - guidelines were never discussed and formally adopted by the ICMR EC. Sending letters has no value. Anyway, she has acknowledged that no meeting took place. I hope this discussion will prompt the ICMR to run the EC in a responsible manner & meetings organised.

    Agree. The lack of alignment between agencies and the difference in rules between commercial and academic organisations makes doing research in India complicated and confusing. Also part reason why many becoming reluctant to collaborate.

    Committee chaired by Secretary DBT. DBT actually makes it easier since they do this automatically. ICMR used to required 30 paper copies until last DG made process online, at least now it is online submission of forms and supporting documents.

    Reading the guidelines, it would seem to either apply only to ICMR or to everyone -- there's nothing suggesting it applies to others but not to DBT. Govt really needs to clarify such things. (Some DBT-funded collaborators are trying to figure this out for their own project)

    There are procedures in place and needful will be done when required. All National norms will be followed in accordance to National Ethical Guidelines or CDSCO regulations as the case may be.

    Just like the HMSC requirement does not apply to DBT funded studies. So the whole HMSC clearance (or lack of) discussion is infructuous?
