The best way to make a program kind to the most vulnerable is to invite privileged people into the tent. Sure, you’re paying for them. But you’re getting something far more valuable in return: the high quality that they’re going to insist upon.

This is why Canadian health care was better situated to survive neoliberalism than the NHS; even middle-class Britons routinely buy their way into private care (through BUPA, etc), whereas until recently, even the richest Canadians had to use the publicly provided system.

If the wealthy failed to support Canadian public care, their own care declined in quality.
